Oxfordshire Homelessness & Rough Sleeping Strategy 2026–2028

Overview

We are asking for your views on the updated Oxfordshire Countywide Homelessness & Rough Sleeping Strategy 2026–2028. Homelessness across Oxfordshire continues to rise, and this strategy sets out how councils, health partners, voluntary organisations, and housing providers will work together to prevent homelessness, reduce rough sleeping, improve access to suitable accommodation and strengthen partnership working across housing, health, and social care.

This consultation gives residents, service users, frontline workers, and community organisations the opportunity to help shape the final strategy. Your feedback will help ensure our priorities, actions, and partnership arrangements reflect the needs of people across the county and support a more joined‑up and effective response to homelessness.

What happens next

Once the consultation closes, all the feedback and responses will be analysed and used to update and strengthen the final Homelessness & Rough Sleeping Strategy and its action plan.

A public consultation summary will be published on the Oxford City Council website, setting out the key themes from the feedback and explaining how your views have shaped the final strategy. The updated strategy will then be presented to the relevant countywide governance groups for approval before being adopted by partner organisations.

We will also share information about next steps, including how the strategy will be implemented, how progress will be monitored, and how you can stay involved in the work to reduce homelessness and rough sleeping across Oxfordshire.
