Skills & Inequality in Oxford – Business Survey
Overview
Oxford is known for its world-class research, innovation and economic potential. Yet many local businesses cannot always recruit skilled staff and invest effectively in their workforce to futureproof their organisation. At the same time, young people and residents often face barriers when accessing training and securing quality employment.
To tackle these challenges, Oxford City Council is conducting a major study focused on skills and inequality. The study aims to identify barriers and develop targeted strategies that support employers and residents to ensure Oxford has a skilled workforce that can access opportunities locally - building a stronger, more inclusive economy.
Why your views matter
We want to hear from businesses of all sizes and sectors operating in Oxford. Whether you are facing digital skills shortages, struggling to fill roles or invest in staff development, your insights are vital.
Your feedback will directly inform how we:
- identify current and future skills shortages across different sectors
- collaborate with colleges and universities to design relevant training
- connect employers with residents looking for work
- support businesses to recruit and retain talent
The survey takes about 15 minutes to complete and will help shape practical solutions that support business growth and create quality jobs for local people.
What happens next?
After the survey closes, we will analyse the responses alongside insights from residents and schools to develop Oxford's Skills Strategy. Working closely with local partners, we will use this information to design and deliver targeted actions that support local people and businesses, helping to build a skilled workforce and a fairer, more inclusive Oxford.
A summary of our findings will be published on the Oxford City Council website by Spring 2026 to outline what we have learned and what action we’re taking.
