Overview

In accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 Littlemore Parish Council have submitted their Neighbourhood Development Plan to Oxford City Council, as the Local Planning Authority, to ‘publicise their Plan Proposal.’ The City Council are therefore inviting representations on the ‘Plan Proposal’ prepared by the Forum and the accompanying documents.

The ‘Plan Proposal’ comprises a map and basic conditions statement, the Draft Neighbourhood Plan, Annexes to the plan, a consultation statement and appendices.

Legal requirements

To comply with the legal requirements, the Littlemore Neighbourhood Plan must:

  • be submitted by a qualifying body;
  • set out policies in relation to the development and use of land;
  • state the period in which it is to have effect;
  • not contain policies that relate to excluded development (e.g., county matters and Nationally Important Infrastructure Projects);
  • not relate to more than one neighbourhood area.

Basic conditions

To comply with the Basic Conditions, the Littlemore Neighbourhood Plan must meet the following:

  • The Plan has regard to national policies and advice contained in guidance issued by the Secretary of State.
  • The Plan contributes to the achievement of sustainable development. 
  • The Neighbourhood Plan is in general conformity with the strategic policies contained in the development plan for the area of the authority (or any part of that area).

Why your views matter

A neighbourhood plan sets out policies to shape development and use of land in an area. If it is approved by a local referendum, it must be considered by the local authority when making planning decisions.  This consultation offers an opportunity to express views about the proposed plan and make suggestions on how it may be improved.

  • make it clear in what way the document does not meet the basic conditions tests or legal requirements;
  • state precisely how and why you think the document should be changed.
