What do these terms mean?
Rough sleeping is a form of, and the most visible type of, homelessness where individuals sleep in open-air spaces (streets, parks, tents, bus shelters) or buildings not designed for living (sheds, stairwells, cars).
Homelessness refers to a situation where a person does not have a safe, secure, and adequate place to live. Rough Sleeping is a type of homelessness. Please see the Housing Act 1996 for the legal definition of homelessness.
