Guide to amenities and facilities in houses of multiple occupation

The Council has a guide to Amenities and Facilities for Houses in Multiple Occupation (HMOs) to make clear the expected standards for this type of rented property. There are new national legal requirements in relation to HMOs from 01 October 2018. The Council is updating the guide in response to the new requirements. This also provides an opportunity to include new information in response to feedback from landlords.

The guide has been extensively updated and is now in five sections:

  • Section 1 applies to shared houses and bedsits. These types of HMOs were covered in the 2015 version. New legal requirements have been included and further information added.
  • Section 2 applies to "section 257 HMOs" (poorly converted flats). This section is new. This type of HMO was not included in the 2015 version. It has been included to provide information on the standards applicable to this type of housing.
  • Sections 3 applies to all HMOs and provides information on heating. This section is new and has been included to provide information on appropriate heating standards, although some information was included in the 2015 version.
  • Section 4 applies to all HMOs and provides information on waste and recycling because there are new legal requirements on waste and recycling and updates the information in the 2015 version.
  • Appendices. This information applies to all types of HMOs. The appendices provide supplementary information on standards applicable to all HMOs and additional legal requirements. Some of this information was included in the 2015 version and some is new, in response to feedback received from landlords.

The Council is consulting on the changes to gain feedback from landlords on the revised guide.
